Coaches Meeting:
Amendments to PVJSL games rules were reviewed on 12/4/2010.
All resolutions to amend rules will be voted on February 8, 2011 at the PVJSL Executive Council Meeting. Proposed revisions included:
Amend rule 5(a) as shown in the by laws proposal to add the following sentence: “All teams in each division will be scheduled to play the same number of games” Lou Texiera said this is not possible unless division has odd number of teams.
Amend Rule 4 as shown in by laws proposal:
1. So that the table showing the roster limits for the U11 age group has a minimum of 10 and a maximum of 16, AND
2. By replacing the existing provisions of the sections titled “Field Dimensions by Age Group” and “Number of players on the field” with the new tables shown in the Revised By-Laws Proposal that reflect use of the 8 v8 format for the U11 age group. This would begin fall 2011.
Amend Rule 4 as shown in Revised By-Laws Proposal: (1) so that the table showing game length for the U9/U10 age groups, U11/U12 age groups and U13/U14 age groups provides for halves 25,30, and 35 minutes, respectively, for both the Fall and Spring seasons, AND (2) to delete the following “During the Fall Season all age groups will play 25 minute halves starting with the Fall of 2010 season” L. Texiera said field space and shortage on daylight in the Fall is the issue and organizations/towns will need to have open permits for fields to be able to accommodate double headers.
Amend the initial paragraph of existing Rule 10 as shown in the revised By-Laws Proposal so the paragraph reads as follows: The league cannot accommodate requests for reschedules regardless of the reason, with the only exception being for games canceled due to unplayable conditions or called by the referees prior to the end of the first half or the start of the second half. For games that are cancelled due to the unplayable conditions or called by the referee, the league will provide at least seven days notice of the rescheduled game to the affected coacher via posting on the PVJSL website and email, except that the league may provide shorter notice for games that must be reschedules during the final week of the regular season. All games are scheduled to start at specified times. The referee will allow a 10 minute period before the start of each game if either home team or visiting team is not ready to play. Todd said coaches must reschedule with PVJSL with 48 hours and coaches will get a 4 day notice on a reschedule game and all games must be rescheduled and played.
Amend the Rule 10 as shown in the revised by-laws proposal; (1) to add the “SEASONS to the title, AND (2) to insert the following initial paragraph: “PVJSL operates a spring season and a fall season. The fall season shall not begin until after the Labor Day holiday: L. Texiera sighted length of season and shortage of daylight will not allow this to happen.
Up for vote at the PVJSL meeting on 2/8/11 is having side line referees for U14 boys and girls in Division 1 for spring 2011.
Due dates for rosters will be discussed at next meeting with Jerome McDonagh.

Coaches Meeting: PVJSL/In Town
Coaches handed in player passes and reviewed season. All coaches reported great seasons and progress with skills.
Player passes are good for two seasons. U11 and U13 and new players get passes for the fall 2011.
Discussion regarding in town modified rules and refereeing was brought up. Todd Waltsak said the board will need to look at the rules during off season. C. Kolodziey mentioned he offered clinics to both in town refs and coaches which were poorly attended.
Ned Obernesser made a motion and Todd Waltsak seconded a proposal to rent Attain for winter development and training programs. Each clinic will focus on a specific skill. An email will be forwarded with dates and times to all PV coaches and John Arnold to be shared with all in town and PV players.
Todd Waltsak made a motion to give $500 to the Ned Obernesser Scholarship Fund. The scholarship goes to two eligible seniors who meet the specific criteria. Each will receive $250. An application needs to be created to help facilitate the process.
Fundraising/Golf Tournament Maureen Knight reported the golf tournament raised 7,135 dollars. Ned Obernesser mentioned more emphasis needs to be on the raffle ticket sales. Jeff Reilly suggested raising the fee by $10.00 and having that money go directly back to ELSA. Carolyn Porter said the proposal must go in front of the Rec. Commission. Other suggestions for raising money for ELSA included: -a tryout fee -An incentive to the team that sells the most raffle tickets -team will get a discount on next season’s sign up fee
Tom Sweeney spoke about the Friends of Recreation. The nonprofit 503c is looking to raise money for capital improvements. The organization is asking each organization (lacrosse, football, soccer, etc) to put 10% of its fundraising money in to help build the kitty with a grass root movement which in turn will help to leverage the money and allow an opportunity to apply for grants. They are looking to raise $100,000 over 12 months. Todd Waltsak motioned for ELSA to give 10% to Friends of Rec. The motion was seconded and passed.
Fazio’s Restaurant has offered its restaurant as a fundraiser spot. 15% of its total sales from 4-7 on a Sunday night (date TBD) will go to ELSA.
Board Meeting: Fees/Budgets from 2009 and 2010 were reviewed and discussed.
John Arnold will put together a proposal to save costs on line items and present it to the Rec. commission. He will also propose to put some the savings directly back into the ELSA account.
Members of the board will work on a design for locked boxes to be built at Meadow Brook fields for flags. Design will need to in front of the DPW for approval.
Next meeting is scheduled for January 14th @ 6:30.
Respectfully submitted,
Jane Turowsky
October 19, 2010
6:30 pm
Rec Department
The meeting was called to order by Todd Waltsak at 7:30 pm.
A general discussion took place regarding the cost differences between In-Town and PVJSL soccer programs. The differences noted were uniforms and referee costs. In lieu of the Recreation Commission's denial of ELSA's approval and request for reimbursement for coaches training, ELSA will request to appear before the commission for an accounting of all funds both obtained and spent in support of East Longmeadow soccer.
Todd introduced a motion to eliminate the Director of Coaches paid position. It was seconded by John Arnold. Discussions included the poor response from coaches to use the director's talents. While the clinics held were very well conducted, coaches did not make use of the director for their own practices. The motion was passed unanimously.
Todd introduced a motion to enlist the help of The National Soccer Coaches Association of America (NSCAA) to hold youth development clinics for both In-town (Youth Development II) and PVJSL (Youth Development III) coaches. Further that all Kindergarten coaches be invited to a ELSA sponsored coaches development clinic. It was seconded by John Arnold. Discussions included that the money saved from the Director of Coaching's position be used to support the NSCAA clinics. The motion passed unanimously.
It was noted that the rec department pays the school department $21,000 per year for unlimited use of school facilities.
Ned Obernesser made a motion for ELSA to reimburse Todd Waltsak and Andy Serifino $625 each for the National Coaches Diploma course offered by NSCAA. It was seconded by Maureen Knight. Discussions included the fact that ELSA was told by Carolyn Porter that ELRA denied the request from ELSA for reimbursement. No reason was given. The motion passed unanimously with Todd Waltsak and Andy Serifino abstaining.
Ned Obernesser was asked to write a letter to the Recreation Commission asking for a formal accounting of all funds coming into and being disbursed from the rec department in support of both the in-town and PVJSL soccer programs. It is thought that the soccer fees are being used to support programs other than soccer. It doesn't seem fair that soccer funds are being used to support other programs while at the same time funds are being denied in support of coaches training programs.
It was suggested that we look into a way to run our programs as a soccer club independent of the recreation department.
A motion was made by Todd Waltsak to adjourn at 8:20 pm
The next meeting is scheduled for either 11/10 or 11/17 depending on Jerome's availability. Ned will check with Jerome.
Respectively Submitted,
Ned Obernesser

(Rain Date Sunday, June 20th) All players who wish to be considered for the Fall 2010 and Spring 2011 Pioneer Valley Season MUST tryout. ELSA intends to place as many competitive teams in the Pioneer Valley League, as interest, number of players, and ability allows. ELSA’s objective is to provide players with an opportunity to have a successful soccer experience. Players, both boys and girls, MUST TRYOUT in their age appropriate group. Late registrants, or those who do not attend tryouts, will be placed on a waiting list. The tryout process will involve skill evaluations, small-sided games, and a scrimmage. Coach evaluations from the previous season will also be considered. ELSA treats each roster as an open roster and roster slots are filled as a result of the tryout process.

- One parent must be present at tryouts, if not previously registered at the Rec. Dept.
- Any previously unregistered U-11, U-12, U-13 and U-14 players, and any parents interested in coaching must bring a 1” x 1” picture to the tryouts. (Please include name and age group on back side)
